PECDAR WB: "This plan incorporates a series of development and reconstruction projects based on the existing needs of the Gaza Strip and has been drawn up to address the emergency situation created by the Israeli military assault. In addition to seeking funds for the development and reconstruction of the Gaza Strip, the plan aims to mobilize the Palestinian national economy to engage in tackling the devastation of infrastructure caused by the Israeli military occupation since 1967 and the current blockade. By securing and channeling available resources and investment, and ensuring the proper implementation of proposed interventions, the ultimate goal of the plan is to improve the quality of life of Palestinians in the Gaza Strip and alleviate their suffering. This document seeks to consolidate the unity between the Gaza Strip and the rest of the Palestinian territory. It calls for synergizing the efforts of individuals and institutions, and developing coordination and supervisory procedures for the smooth implementation of projects. We hope this document will be viewed favorably by the people of the Gaza Strip and will be supported by our Arab brothers and friends in the international community, both financially and diplomatically. Every Palestinian is aware that the development of the Gaza Strip is a step towards the establishment of the State of Palestine and will advance balanced development in the various regions of the future State of Palestine."
