Executive Summary 
FMI proposes immediate interventions in the ares of mortgage finance, insurance, leasing, and pensions in cooperation with the private sector. These interventions are designed to provide new profit opportunities for Palestinian businesses and achieve the following objectives:
· Generate near-term employment opportunities and economic growth, thereby enhancing stability in the West Bank/Gaza ;
· Respond directly to the most serious obstacles to private capital mobilization in selected NBFI sectors ;
·  Provide mutually-reinforcing benefits to private-sector participants across NBFI sectors –
·  Mobilize existing non-productive pools of capital; and
·   Promote the legal/regulatory, institutional, and operational infrastructure development essential for long-term private-sector economic development.
This Executive Summary first lists the immediate private sector NBFI interventions proposed, then briefly describes the conditions in the relevant NBFI sectors, and outlines how the proposed initiatives will produce positive improvements
