Problematic of the Public budget in the State of Qatar This Paper Considers what Qatar's Public budget faces, of permanent deficit since 1986, is of a problematic nature and not merely an ordinary problem of a physical nature. To clarify this problematic the paper goes back to early 1950 when public budget in Qatar was initiated to channel oil revenues and redistribute oil incomes. This determined the role of public budget in Qatar. The paper also examines the growth, structure and functions of public budget over decades of the oil-ear in Qatar. This examination shows on hand over dependence on oil revenue (About 95% of the total public revenue), and on the other hand shows an increasing dependency on public expenditure upon which the society and the economy become almost totally dependent. Thus Qatar found itself traped, when oil prices dropped sharply since 1986. However the Government turned to its foriegn investment to bridge the gap between revenues and expenditures, and in the end Qatar Government borrowed to cover public budget deficit. Nevertheless the crisis remains, and the public budget deficit. Nevertheless the crisis remains, and the public budget at present faces conflicting factors. Some of which are weakening the potentials for financing and reducing expenditures upon which the economy and heavily depending.
