Executive Summary 
FMI proposes immediate interventions in the areas of mortgage finance, insurance, leasing, and pensions sectors. The objectives for these NFBI initiatives include the following:
· Generate near-term employment opportunities and economic growth, thereby enhancing stability in the West Bank/Gaza ;
· Respond directly to the most serious obstacles to private capital mobilization in selected NBFI sectors --
·  Provide mutually-reinforcing benefits to private-sector participants across NBFI sectors --
·  Mobilize existing non-productive pools of capital; and
·   Promote the legal/regulatory, institutional, and operational infrastructure development essential for long-term private-sector economic development.
Importantly, the immediate private sector NBFI interventions proposed are fully consistent with the FMI's existing Capital Markets Development initiative (CMDI) scope of work>These NBFI initiatives are moved forward in FMI's implementation work plan due to the current, exigent circumstances> All of these near-term NBFI initiative both facilitate achievement of and are enhanced by the long-term CMDI objectives 
This Executive Summary first lists the immediate private sector NBFI interventions proposed, then briefly describes the conditions in the relevant NBFI sectors, and outlines how the proposed initiatives will produce positive improvements
